In October 2001, The Shaw Group and an energy provider signed
an agreement to construct a 320 MW simply cycle gas-fired
power plant called Bayou Cove, located near Jennings. Shaw
Group was responsible for executing the engineering, procurement
and construction services on the project.
The Shaw Group called Moore Construction to express an interest
in awarding the contractor a project on the condition that
it complete the control building by April 1, 2002.
Moore Construction supervisors told The Shaw Group that the
only way the building could be constructed in the 12-week
time frame was if it were re-designed. If the building could
be re-designed using masonry and hollow-core planks as the
structure, in lieu of the specified pre-engineered building,
it would be possible to complete the control building by the
due date.
The building had to be completed quickly because the computers
and equipment that would run the entire plant were to be housed
in the control building, and they could not be installed until
the building was completed. Any delay in the building's construction
would impact the completion date for the entire project.
The scope of the work included a foundation, masonry walls,
hollow-core planks with a poured topping on the roof, a built-up
roof, hollow metal doors and hardware, painting of the interior
and exterior, VCT floors, a kitchen with cabinets, a handicap
bathroom and shower, acoustical ceiling with drop-in 2-ft.
by 4-ft. fluorescent light fixtures, a lift station and wastewater
treatment plant, and an HVAC system with positive air pressure.
The only portion of work that Moore Construction subcontracted
was the plumbing, HVAC, electrical and the built-up roof.
